how can i control the access for the different directory of CVSROOT in CVSWEB

Platform:     Redhat Linux 6.2
              CVS (client/server) Version 1.11
              cvsweb version 1.112 ( two userfule configure file: cvsweb.cgi
and cvsweb.conf)

              Apache Httpd 1.3.22

Question:
i built a CGI interface to CVS via attached CGI script.

i control the whole web site access via Apache server. but how can i control
access of the CVSROOT's difrerent directory?

the three configration files cvsweb.conf, cvsweb.cgi and httpd.conf are
attached.
