cvs 1.11.4 - windows port, module definitions

Greetings.

  I have a problem with module definitions in "modules" administrative file. 
When I try to get module from repository by module name, cvs responses:

cvs checkout: cannot find module 'xxx' - ignored

When I checkout by path in repository all is OK. Both regular and alias 
modules work that way.
I access repository locally with CVSROOT environment variable specified. 
Tested on WinNT 4.0 SP6 and Win2000 SP3.
This behaviour occurs on version 1.11.4, version 1.10 works correctly.
