v1.11.2, cvs admin substitution settings change issue

Hi,

I have read the cederqvist several times, and I guess this is a bug.

cvs add -ko ControllerProcessors.doc
cvs ci -m "" ControllerProcessors.doc
> done
cvs status ControllerProcessors.doc
>   Sticky Options:      -ko
cvs admin -kb ControllerProcessors.doc
> done
cvs status ControllerProcessors.doc
>   Sticky Options:      -ko
the cvs admin command (version is 1.11.2) falsely reports the substitution 
settings change as "done".
Sounds like (cf. cederqvist) the cvs admin command really isn't worth 
much... ?
