CVS is primarily supported via the info-cvs and bug-cvs mailing lists. 
Unless that newsgroup is gatewayed to one of those lists, I'm not
surprised that you didn't get any response.

You haven't provided enough information for anyone to help.
Please read the TESTS file and follow the guidance given there.
