bk consistency check

hello
        under cvs command "cvs diff" will show me all changed files,
        no matter if they are RO/RW or if they are locked or not.

        how I can do similar stuff under bk?

* bk -r diffs -u -p

        won't notice file unless it is word writable and/or checked out.

* bk sfiles -cxg

        won't notice file unless I "bk edit" it first.

for example

redbull:/usr/src/cm/xen/xen-2.0.bk # ls -l Makefile
-r--r--r--  1 root root 3571 2004-12-14 08:36 Makefile

redbull:/usr/src/cm/xen/xen-2.0.bk # echo blah >> Makefile

redbull:/usr/src/cm/xen/xen-2.0.bk # bk -r diffs -u -p | grep -i Make

redbull:/usr/src/cm/xen/xen-2.0.bk # bk sfiles -cxg
xen/arch/x86/Rules.mk
xen/arch/x86/setup.c
xen/arch/x86/boot/x86_32.S
xen/arch/x86/x86_32/mm.c
xen/common/kernel.c-backup
xen/include/asm-x86/page.h

or in other whors how I can have _guaranee_ that my tree is identical with 
the tree in the repository if it won't notice the junk changes to 
Makefile.

Echo in the above example is not the only program that (as root) will 
ignore the "w" flag. for example pico is fine without "w" flag on file as 
well. Does it mean that BK is only for non-root users ?

ps : what's equivalent of "cvs status foo.c", "bk status" only works on 
whole tress not individual files
