This seems a bit misleading. why does he needs C compiler to run perl
scripts? Does he use some perl modules in his script that needs to be compiled?
If yes, the easiest way to install is to download the rpms for gcc and
run a rpm -UvH rpmname.
Alternatively, you can also request the DBA to compile the perl
modules on his box and move just the binaries to the new system.
