100BaseT only requires 2 pairs. It's gigabit that needs all 4. I've had
100 baseT and 2 phone lines or 2 100BaseT connects running happily off a
single cable cat5 cable.

Disclaimer: This was because whatever nob ran the cable first only gave
1 1/2 runs per person.
