Here is an idea for the problem of launching an exe, with arguments, from an
email message.
Programmatically create a shortcut with the correct arguments, and send the
shortcut file as a file attachment, with the email.
The framework apparently doesn't include any way to make a shortcut, but there
are some work-arounds, here is one:

I have not tried this, but it might work. :->
