I can get it to launch an exe, just not with arguments. Yes, it does
display two warnings, but it works. You can try it out yourself by
switching to html view, and then right-click and select the hyperlink
option.

I'm speaking without researching, but I can almost guarantee there's
no way Outlook would let you launch a local .exe from an e-mail link.
The recent versions of Outlook make you do battle to be able to even
save an executable attachment with the default settings, I can't
imagine Microsoft would allow a program to be launched.
Feel free to correct me if I'm wrong.
