I'm speaking without researching, but I can almost guarantee there's
no way Outlook would let you launch a local .exe from an e-mail link.
The recent versions of Outlook make you do battle to be able to even
save an executable attachment with the default settings, I can't
imagine Microsoft would allow a program to be launched.
Feel free to correct me if I'm wrong.
