I am not sure if my previous suggestion made it through. So I will make it again

Add to Rosetta a translator Rating system.
for example
1. Novice Translator
2. Translator
3. Reviewer translator
4. Master Translator.
Basic criterion can be set by Rsotta, but also can be modified by the
team according to their need.
We need all volunteers to register and translate but we do not want
all registered translators to commit.
