Right click on a panel launcher or plugin and you should see a grayed
out title on top of the context menu. I have to admit that the panel and
the desktop might well be the only parts of Xfce still using these kind
of menu titles though. I remember seeing them in other packages, but
maybe that was back in Xfce 4.2 or somewhere in between releases.

Titles on some (default) menus and not on others is not consistent.
Consistency wouldn't hurt upstream either.
