Dapper release notes started: msg#00005

Subject:	Dapper release notes started

I've created https://wiki.ubuntu.com/DapperReleaseNotes with an empty
template similar to the one used for Breezy.  If you have implemented (or
noticed from upstream) interesting new features which are
visible/cool/high-level enough that they should be mentioned in the release
notes, please add a bullet point with a short description of the feature.
