Setting the GMT timezone for London makes xmltv think the time zone is +0100 (which is added to all program times). Setting to GMT for Casablanca sets the time zone to +0000, which is correct. Now, timezones can be a very confusing issue. GMT (now called UTC) by never changes in summer by definition. In the winter, I think London is in the "Western European Timezone (WET)" which happens to be the same as GMT. (+0000 offset) In the summer, London follows "Brittish Summer Time" or BST (BST is not unique) which as a GMT offset of +0100.
