I would say the first causes a bigger load, But TMS isn't really
concerned about overall load, they're just would rather not have
everyone grab during the same 7-hour overnight window.
If you can *NOT* grab in the middle of the night, that would help more
than changing your query.

This may be better way to phrase it.. instead of randomizing, just
avoid grabbing between midnight and 8am if your processes can allow it.
