Choosing A Webhost:
A web hosting service is a type of Internet hosting service that allows individuals and organizations to provide their own website accessible via the World Wide Web. Web hosts are companies that provide space on a server they own for use by their clients as well as providing Internet connectivity, typically in a data center. Web hosts can also provide data center space and connectivity to the Internet for servers they do not own to be located in their data center, called colocation. more...

You mean the big list of timezones and the mapping that turns a name
like 'Europe/Worksop' into some data about timezones and the dates
they apply?

It would be nice, perhaps. But not really worth the effort when we
can just ask the user a couple of questions at configure time. What
is your timezone? Does it observe DST?

I don't think this data is installed in a standard place, it might be
stuck in the installer somewhere. If it is installed then it would be
nice to use it but as I said, a lot of work for not very much reward
(given the different formats this data will be in on different
platforms).
