I feel compelled to get involved, its my code that has the problem
after all. :)

Let me (re-)state things and make sure we're all on the same page.

1. zap2it doesn't provide timezone information in its listings

2. zap2it over the time-change failed to provide listings that were
consistant before or after the time-change.

3. tv_grab_na (and presumably other grabbers, currently or future ones)
use Date::Manip Date_TimeZone function (which relies on TZ or `date`)

4. tv_grab_na only understands this is a string representing the timezone
and appends it to the xml date strings as such.

5. tv_grab_na assumes all the grabbed listings are valid for the timezone
string given back.

6. tv_grab_* "should" provide a way to grab listings from a different
location (currently done by setting TZ in tv_grab_na's case).

7. if the grab spans a timezone change (ie daylight savings etc, not a
different physical location), then note 5 is invalid. The result is
the times for programs after the time change are incorrect.

8. since Date::Manip doesn't handle timezone changes, tv_grab_na has
no way of knowing when the time change occurs.

That cover everything ?

I see note #2 as being the big problem, no matter what we do, the
programs around the time change aren't going to work. The best we can
do is fix #5. I've looked at a couple of perl packages and I see that
Cal::Date looks like it might help.
