I think it could. I have not run any tests or looked at the exact
input and output of most functions. The one descrepancy is that in
North America, we adjust time at 2:00am, not 1:00am.

This is true, indeed, but on UNIX/Linux (at least) the O/S has all of
these details. It would be nice to leverage them.
