My two cents:

The grabber's output must above all be correct. It should give the
start times of programmes for the time when they really do
start. This can be in whatever timezone it thinks is best, as long as
the time given reflects the timezone used.

(Currently tv_grab_na does not seem to be correct here: it told me
that the Tonight Show with Jay Leno was on at 23:35 British Summer
Time but I'm pretty sure it should be 23:35 PST or whatever timezone
they use in Beverly Hills.)

A secondary consideration is having a 'friendly' timezone in the
grabber output. In principle we could have all the grabbers convert
times to UTC before outputting them. But there are currently some
programs (like tv_to_latex) which assume that the timezone in the file
is a timezone that the user will understand. So if you have an XML
file with a mixture of UTC and BST times (as happens this week in
Britain) then tv_grab_uk shows these times to the user with their
associated timezones. This is more useful than normalizing them all
to UTC, although that would be strictly correct.
