Choosing A Webhost:
A web hosting service is a type of Internet hosting service that allows individuals and organizations to provide their own website accessible via the World Wide Web. Web hosts are companies that provide space on a server they own for use by their clients as well as providing Internet connectivity, typically in a data center. Web hosts can also provide data center space and connectivity to the Internet for servers they do not own to be located in their data center, called colocation. more...

Daylight savings ends here in (most of?) North America at 2:00am Oct.
27th, however listings grabbed from Zap2it after that time are still
having their start/stop times labeled with daylight savings time.

Just as a for example:

<programme start="20021027210000 EDT" stop="20021027220000 EDT"
channel="5 WSTM"> <title>Law &amp; Order: Criminal Intent</title>
<sub-title>Chinoiserie</sub-title>
<desc>The detectives' investigation of an immigrant's murder leads them
to an art-antiques smuggling ring.</desc> <category>Crime</category>
<audio>
<stereo>stereo</stereo>
</audio>
<subtitles type="teletext" />
<rating system="VCHIP">
<value>14</value>
</rating>
</programme>

This is Sunday evening (supposed to be at 9:00pm), clearly after DST
ends here, but notice the start and stop times are still given with an
EDT specification.

Most any (correct) time conversion utility will localize this time
into 8:00pm rather than 9:00pm because when it is EST and you convert
a time specified as EDT, the time conversion accounts for that.
