I'm not sure why xmltv is installed in /usr/local.  Did you install a 
development version?  Or perhaps a package for some distribution?

Anyway, I think you should be ok if you add a couple of entries like the 
following to your $PERL5LIB variable:

/usr/local/lib/perl5/site_perl/5.8.0/i386-linux-thread-multi:/usr/local/lib/perl5/site_perl/5.8.0
