Why? If you want give the technology "Topic Maps" a subject identifier
which is some kind of "private" (for what reason ever), why is "Topic
Maps" not a kind of "Semantic Technology"
(supertype-subtype-relationship)?

Do not forget, that Topic Maps is not "just" about topics, but also
about relationships between them.

It seems that you want to work with topics and their occurrences but
not with associations.

Occurrences have nothing to do with identities. As my silly Dead Pets
example has shown, you can ask for topics which have the same
occurrence value if you want, but it has nothing to do with
identifying a topic. You might want to interpret the same occurrence
value as "something" within your application, but subject identifiers,
subject locators and item identifiers have nothing in common with
occurrences.
