Dear Denver,

there is a very alpha-state web-based Topic Map Editor Framework
available at http://tmedit.org .

You can easily add topics with occurrences and associations. The system
is called framework because you can use Apache Velocity to create your
own representation of several pages -- for example you can customize the
topic view to represent what you want.
