As far as I can see, both schemas should constrain the XTM syntax as
it will be as tightly as possible, but do nothing beyond that. The
syntax itself should remain the same, and the DTD should continue
being the normative specification of the syntax, together with the
prose.

I agree that we should provide informative (but nevertheless standard)
alternative schemas, but we should also add two issues to be dealt with
at the next SC34 meeting (if anyone on this list has opinions on them,
please make them known before the May meeting):

(1) Should the DTD or the RELAX-NG schema be the normative version?

(2) To the extent that DTDs do not formally support all the constraints
required by XTM, should the XSD and RELAX-NG versions state those
constraints formally?
Some examples:
- the value of an xlink:href attribute must be a URI
- <topicRef> elements must reference <topic> elements
