Yes, look up Helka Folch's (and colleagues) work, the most recent of which
("Articulating Conceptual Spaces Using The Topic Map Standard") was
presented at XML 2002.

Also, the security classification assistant developed at Oak Ridge combines
NLP and topic maps -
