Constraining topic map instances is the role that TMCL is expected to
fulfill. There is definitely some overlap with OWL there, but OWL
can't be used for topic maps without "help" in some form. (My London
paper will show one approach to doing it.)

As you say, neither DTDs nor XSDL are powerful enough.

True, but having a schema language helps, at least. :)
