If you use the OKS you get everything you need to deal with this
situation in the Enterprise edition. Store the topic map in an RDBMS
and build a custom web editing application using the Web Editor
Framework, and you're all set.
The framework has flexible support for locking, and the use of RDBMS
transactions helps you avoid conflicts.
The downside is that you have to pay for it. :-)
An alternative may be to look at the ZTM project on SourceForge. It is
difficult to install, and not documented, but it does do what you are
asking for.

| of the editors has to have only rights to give work to others. Some
| editors will only have rights to edit german text and only about
| some topics (experts in music will edit info about musicians).
This sort of logic you will have to build, I'm afraid. That need not
be too difficult, but you will have to do it.
