That's extremely easy - e.g. you set fontBaseDir to D:\fop\fonts, then
metrics-file="arial.xml" will be resolved to D:\fop\fonts\arial.xml and embed-file="ttf/arial.ttf" to D:\fop\fonts\ttf\arial.ttf.

I can't put url to access to my userconfig.xml file and I'm obliged to use
physics pathes.
So just use file system pathes instead. But metrics-file attribute value is URI actually, so don't forget to add "file:///", e.g. file:///D:/fop/fonts/arial.xml should be ok.
