maybe you didn't look at latex which is specifically implemented over
the tex formatting engine to provide a layer of "logical" or "content"
markup. The problem is that unlike xml there is no notion of validation
so it's hard to stop authors being creative (up to the point of
redefining any or all of latex in the middle of a document) but
that is not the main aim. The _aim_ is to have a clear separation.

If you try to tell latex users about xml and separation of content and
presentation issues, they'll just yawn and tell you they've been doing
that for 20 years (and they have).

It's not suited to magazine publishing, but I think there are a lot of
commercial scientific journal publishers who wouldn't recognise
themselves from the description "one man band".
