The javac location in the scomp executable is incorrect.  It should be changed 
from

 java -classpath %cp% org.apache.xmlbeans.impl.tool.SchemaCompiler %*  to

%JAVA_HOME%/bin/java -classpath %cp% 
org.apache.xmlbeans.impl.tool.SchemaCompiler %*
