XQuery: Saxon license

I contacted Michael Kay, the creator of Saxon, and asked him if he would be
willing to re-license Saxon under MPL 1.1 (or any license acceptable to the
Apache Foundation).  He wrote back:

"The Saxon license was originally issued under the joint names of
International Computers Limited and myself. I don't think it can be
changed without getting ICL (now part of Fujitsu) involved, and I don't
think it's likely I will be able to find anyone there who is interested."

Saxon's conditions.html file supports his statement.
