vcard is not a good starting point to assomplish this cause it uses the
<switch> element for creating 'pages'.
The <case> elements of a <switch> have to be statically authored and the
toggle action is the only way to change the selected card but toggle
only takes the idref of the target-case as argument - so in consequence
there's no way to set the selected <case> dynamically (dependent on
values in the instance).
To nevertheless reach your target you've to use groups that you bind to
relevant constraints thus being able to switch a group visible or not by
setting a value in the instance.
Have a look at the wizard-with-relevant.xhtml sample to get a feeling
how to implement dynamic 'pages'. This technique is a bit more complex
to implement but offers much more flexibility.
