Good question. Yup, that's my question, too.

If it does, my second question would be, is this a usage that a parser is required to support in any reasonable interpretation of the applicable standards/recommendations or is it just something Xerces does, but one shouldn't count on the next parser supporting?

The reason I ask, a lot of people worry themselves about the "entity problem now that DTDs aren't used". If you can have your schema and DTD, too, that would be a non-problem.
