Excellent!  Best way to get this happening is to send a note to
apmail@xxxxxxxxxx expressing your good intentions.  Might want to cite this
thread so that they know this was brought up in the community and you're a
known quantity.

Hello Neil,

Without the JIRA e-mails, it's been pretty difficult to tell when people
have updated existing bug reports. Looks like no one has stepped up to the
plate yet, so I volunteer to moderate the list to get things flowing again.
