Cocoon devs reassigned the bug to Xerces. But the bug in fact is not Xerces, as
it only appears in xsl:import, so it is rahter Xalan.
I see similar bug #1564, which is about dtd validation in Xalan. It could be the
same, although the 'xsl:import required condition for occuring the bug' is not
mentioned there.
