Found a work around, the problem is restricted to case when variable is set 
using current(). If

  <xsl:variable name="curKey" select="current()/@dataCollectionId"/>

is changed to:

  <xsl:variable name="curKey" select="@dataCollectionId"/>

then the XSLT works as expected!
