user-defined data element should not precede xsl:import

Hello Michael,

according to the draft recommenation:

[ERR XT0140] A user-defined data element must not precede an
xsl:import element within a stylesheet module.

However, saxon 7.9.1 allows this.

In XSLSyleSheet.java.spliceIncludes:

 else if (child instanceof DataElement) {
                // do nothing

instead of doing nought, it should:

foundNonImport = true

I think.
