Fatal error: Cannot redeclare xmlrpc_decode

I'm a low low low php newbie:
and i can't make any progress alone on this problem that arose when switching 
to a new 
hosting server.
i'm using tikiwiki

says:
Fatal error: Cannot redeclare xmlrpc_decode in public_html/base/lib/xmlrpc.inc 
on line 
1017


my blogging client says:
Can't get recent posts for [blog] because The XML parser could not parse the 
data.: 
XML-RPC Response Parsing Failed.

so far i've messed around with permissions of the various related files, and 
that's about it.
any suggestions would be great, the tiki support area is a little dry.
