this has been discussed many times on this list.  search the archives
for something like 'tag reuse'.

in short, it is perfectly legal (and desirable) for resin to cache
tag instances.  your tag handler has to be prepared for this.

JSP.10.1 (JSP spec 1.2) has more info on this.
