Seems it's a schema version, generated by a W3C tool, of the DTD that
is distributed with the ECMA 335 documentation bundle.
The DTD is for the XML definition of the type libraries of CLI ,
complete with documentation (also in the bundle).
ECMA provide a tool for turning the XML file into hundreds of Word
documents...
I did a quick stylesheet that turns the same XML into MLML definitions
instead.
As an example of tools operating on the MLML definition, the 'document'
stylesheets can be used to produce xreferenced HTML or DocBook docs
from the resulting MLML file. I'll put something online soon if I can -
will have to first check what the redistribution status is on the
files.

Perhaps it's something like a skeleton for libraries (defining
the CORBA-like interface to various types, methods, etc).
