This is a good idea, but I wonder if it would be better to copy it to
en_US.xml instead? That way they both start out with a clean open source
version & interested people can start changing each along a different path.

This reminds me of the great Winston Churchill quote, where he says that the
English and the Americans are two great peoples separated by a common
language. <humor-for-Peter>We might need to add one called en_Strine.xml [1]
as well.</humor-for-Peter>

[1] I realize its not funny if you have to explain it, but for non-English
speakers, "Strine" (rhymes with "fine") is roughly the way an Australian
says the word "Australian", at least to non-Australian ears. There is a
for-real book entitled "Let Stalk Strine" (Let's Talk Australian).
