Restructuring util: and xmldb: function modules

Hi,

A small proposal. I'd like to discuss moving some functions from xmldb: to 
util: namespace. The "rule of thumb" to be: if it can be implemented using 
calls to org.xmldb.api then it does in xmldb:, if not, util:.

THIS WOULD CAUSE SOME EXISTING QUERIES TO NEED REWRITING. But now, before 
a 1.0 release, might be a good time.

For example, these might move to util:

xmldb:document-has-lock
xmldb:created
xmldb:last-modified
xmldb:get-resource-permissions
xmldb:get-resource-group
xmldb:get-resource-owner

and anything else that would involve chmod or getPermissions or user 
manipulations.
