I have raised this as an issue with the SVG WG:

The seed must be an integer (or must be converted to an integer)
to be used with the sample code. I suspect that it is an
error in the spec that seed is defined to take a '<number>'
instead of an '<integer>' at the very least the WG needs to
specify how a float is to be converted to an integer
(rounding, truncation to zero, to negative infinity, etc).
