You probably should stuff it with no value rather than an empty string.

Per the spec (http://www.w3.org/TR/SOAP/#_Toc478383528) there's a difference
in meaning between

   SOAPAction: ""
and
   SOAPAction:

The first means that the SOAP server should use the target URI as a hint.
The second means that no hint has been supplied.
