Can you describe the problem with French articles?

BTW, I wonder whether it makes sense to apply the English-biased concept of
"title-case" to languages other than English.

Most languages, titles follow the same casing rules as any other sentence.
E.g., in Italian, "Decline and Fall of the Unicode Standard" would read
"Decadenza e crollo dello standard Unicode" (where "D" and "U" are uppercase
just because they are the first letter of a sentence and the first letter of
a proper name, respectively).
