I ran the data through bib2ris and got the following errors:

These error messages are generated by the btparse library. I'm no
TeXpert, so I can only assume that the input file must have some
syntax errors.

The input file as well as the generated RIS file contain a few funky
characters:

1) 0x0d (carriage return). You should use 0x0a (linefeed) instead
2) 0xad which might be something like a protected space. Use a regular
space instead (0x20)

I'm not sure whether these are related to your problem, but you should
replace these characters and try again.
