Just a follow up on the above issue. I have tried 1.3-rc3 and it's
the same.

The problem I have is when I specify sth in the TAGFILES, the
namespace related information is missing; all the external links are
fine. If I don't use the TAGFILES, the namespace info comes back, but
then I don't have the external links.

I am running doxygen multiple times for a set of loosely coupled
modules/libraries under the same C++ namespace. The namespace member
list and namespace documentation only appear for those that don't use
others, i.e., nothing in the TAGFILES field. I suspect the same
namespace appearing the the external tag file is causing the problem.
