I thought the latter was true. Isn't the parameter that sets when  
\lineskiplimit comes into effect one of the adjustable \fontdimens?

At one stage, I was meaning to look into the \fontdimen parameters  
for high-level integration into fontspec (I noticed some fonts --  
Cochin, maybe, for example -- seemed to have much more interword  
space than I would have liked). Never happened, though :(
