Frank Mittlebach managed to implement this in some (experimental) code which also looked at better float placement in single- or multi-column documents.
See his article on the topic <http://www.tug.org/TUGboat/Articles/tb21-3/tb68mittel.pdf> for an example of its use. You can get it from the Experimental Code section of the latex-project.org website. It is in experimental output routine bundle (xor.tgz).

Another package to do a similar thing is ltxgrid.dtx, part of the revtex bundle. However, it's also apparently undocumented (for the user), although you can get a pdf from <http://www.csit.fsu.edu/~mimi/tex/source/latex/revtex4/ltxgrid.pdf>. Its author is Art Ogawa (with some of the code by someone else), who has asked a question or two here once or twice, so he might be able to help if he's still around.

will, thanks a lot! this looks very promising. i sure like the look of frank mittelbach's article.

i'll try those packages and if i manage to get anything but sad, i'll report back :o)

cheers,
jan
