The problem here is that kpathsea has not changed in my distribution for a long time. I am still distributing binaries from TL sources of half a year ago or so (because TL is in flux) and it would be weird if these suddenly stopped working. I definitely would look into the environment, into ~/.MacOSX/environment.plist and ~/Library/texmf (move those out of the way temporarily and try again). If command line stuff does not work, check your PATH and the rest of your environment. A reinstall of the TeX i-Package does not depends on what is already there in /usr/local/teTeX (as it removes those parts that it will unarchive) except for the texmf.local tree. Can't do much form here.
